Overview
Clinically Informed Outcomes Management (CIOM) examines client progress concurrent with treatment, and provides this information back to the treatment team. This approach identifies a client’s self-reported progress in relationship to the care they are receiving and compares it to other clients with similar characteristics, in terms of change that occurs and outcomes that result from care.
CIOM is a clinical data system that is minimally burdensome and non-duplicative; informs treatment planning and reporting; and supports and/or augments required paperwork. This tool is a method for the treatment team to systematically demonstrate the effectiveness of the treatment that is provided by giving provider agencies an opportunity to collect practice-based evidence that supports the claim and affirms that treatment and care are effective. CIOM also provides an opportunity to examine how effective practices can be spread across provider agencies so that treatment and services are optimized for consumers.
Objectives of CIOM:
- Target process and outcomes of care
- Promote and support use and effectiveness of practice-based,empirically supported models
- Provide a “common” foundation for potential system standard setting and benchmarking
- Provide clients a “voice” in assessing their own therapeutic progress and improvement
- Enhance treatment/service outcomes though client reported progress
- Establish a practice-based evidence approach that identifies effective treatments and interventions
- Provide alerts to providers when clients report unexpected deterioration or unidentified problems
How it Works
Clients will be asked to complete a brief questionnaire depending on their treatment schedule, once a week, every other week, or once a month. Each provider agency will establish the minimum and/or maximum frequency of completion. Results of completed surveys will be processed by CalMEND and reported back to completing sites.
Treatment Team is alerted about Clients':
- Improvement
- Stability
- Deterioration
- Likelihood of prematurely leaving treatment
- Use of alcohol and/or drugs
- Episodes of homelessness
- Reported non-adherence to medication protocols
- Suicidality
System domains measured:
- Performance Improvement – “dashboard” of performance over time
- Index of survey items – CalMEND Process Flow Chart
- Partnership and Engagement
- Assessment
- Understanding
- Personal/Service Planning
- Implementation and Evaluation
- Community/Self-Reliance
Client domains measured:
- Recovery
- Recovery – COD
- Social Connectedness
- Therapeutic Alliance
- Symptoms
- Functioning – General
- Functioning – Physical Health
